Selling rehabilitation equipment to government: running contracts, GeM and what the tender actually asks for

How physiotherapy and rehabilitation equipment reaches government hospitals — KMSCL running contracts, GeM direct purchase, NHM district buyers — and why being a manufacturer changes the bid.

Government is the largest single buyer of rehabilitation equipment , and it buys through rules that are published, specific and mostly ignored by suppliers' websites. Here is how it works, written for the biomedical engineer, purchase officer or supplier who has to deal with it.

KMSCL — the central agency

A state medical services corporation (KMSCL, in this example) procures for public health institutions across its state. Its equipment tenders typically produce a running contract — rates are fixed for a period and institutions buy directly against them — and evaluation considers total life-cycle cost, not just the headline price: warranty period, comprehensive maintenance rates fixed at tender time, and uptime obligations all count. A physical demonstration is normally a gate before price bids are opened, and technical evaluation results are published and contestable, so a compliance statement has to survive a rival reading it.

One clause matters enormously to a supplier: KMSCL's tender conditions provide a price preference for MSMEs manufacturing within the state, and exempt them from tender fee and earnest money deposit. GeM — the direct-purchase window

On the Government e-Marketplace, low-value purchases can be made directly from any qualifying seller without a tender, and mid-value purchases by comparing a minimum number of manufacturers. The thresholds change, so check the current General Terms and Conditions — but the practical consequence is stable: items priced under the direct-purchase limit with a listed price are the easiest government sale , because a district biomedical engineer can simply buy them. The National Health Mission has district-level biomedical engineers who purchase this way for programme funds.

What the documents actually ask for

• A clause-by-clause compliance statement — requirement, offered specification, complied yes/no, page reference — signed and stamped. Most supplier websites have no spec sheet at all; a buyer has to phone for it.
• Envelope specifications: overall dimensions, adjustment ranges, load capacity, materials, finish.
• Warranty and CMC terms in writing, because they are evaluated.
• Proof of manufacture: GST, LLP/company registration, Udyam, and where applicable quality certifications.
• Installation, training and spares commitments. Publishedn hospital data suggests a large share of equipment downtime is resolvable by staff training alone, and that vendors who bundle spare accessories or a loaner during repair achieve far lower administrative downtime — so these commitments are evaluated, not decorative.
